Possible buried oil tank?

Any idea what was at the bottom of the 20"? Stone? Concrete? Common practice years ago, legal or not, was to simply fill in underground tanks & such that were abandoned. I work as an estimator for a site contractor in NY & it's accepted to fill in a sanitary sewer or storm drainage pipe with concrete.

Guess it will remain a mystery.....lol
