It's short for: Polyethylene sheeting (Plastic sheeting)
Most common thickness for vapor barriers is 6mm.

I believe you mean 6 mill, 6 mm would be some heavy stuff, 5/16" thick.

It means a sheet of polyethelynene (visqueen) is laid on the ground to form a vapor barrier. It is always installed under a concrete slab and sometimes over bare gound in a crawl space.
