Paint Chips Appearing

I have noticed paint chips appearing on the floors of various rooms in my house. The house is now 4 years old and did experience some movement
due to a draining issue that has been addressed 6 months ago. The house movement did cause cracking in some interior and exterior walls.
Could these paint chips be a result of continued house movement or is there another explanation ?

thanks.

John.

Paint Chips Appearing

Moisture in the wall may have gotten behind the paint causing it to not adhere properly.
