Need help replacing mailbox lock

I need to replace the default lock on my mailbox as a someone keeps breaking into it with the master key. However, instead of a normal screw on the cam (see pic) it is something I haven't seen before. Does anyone know how to remove it?

Remove the E-clip (black thing closest to you) from its slot. Slide the latching bar off. Remove the hex nut with a wrench.

Guys/Gals, this was a drive by, and they have been long gone in the past 10 days.

Maybe something bad, maybe something good. I guess we'll never know, 'cause you're going to guard it. You won't touch it, will you?
