Looking for some advice
Hi everyone, totally new to your site and looking for some help.
We are in York, PA and we have a two story Colonial with a no daylight basement(completely underground). Our basement is unfinished and we have been having water coming into our basement from the ceiling, like where the foundation meets the studding. It runs down the wall when we get heavy rain and the insulation is so wet it drips. I just noticed today the the baseboard and carpet in the corner of the room above the problem area is very wet. We have also noticed that when a "contractor" built our deck two years ago, he removed our siding and the foam wall board is totally exposed in the problem corner. Our deck is only 18-24 inches off the ground. It is exactly level with the first floor. Could the water be getting in through the wall boards and the foundation? Should he have put flashing or something where he took the siding off to attach the deck.
The biggest problem is the guy who did our deck is our neighbor and we have learned since he did our deck that he doesn't really do great work. If this a case of shotty work, how do I approach him not to cause a big neighbor feud?. I'm afraid to have him look at it and maybe make it worse.

It sounds like a gutter or downspout is missing. There should be a way that water is directed away from the home.
I would find a local, insured contractor. They will be most qualified to fix your problem.
Side note: That wet insulation should be removed and replaced once the problem is fixed.

the old saying is "never hire anybody you can't fire".
Pics would help, it does sound in part like a flashing or lack of flashing problem.
When you find the right people to fix your problem, the neighbor will come over to see what's going on. Bite your tongue... say " I heard you were very busy and I didn't want to trouble you with such a small project."

Friends and family doing work, always a great thing.
I also think that it is due to the lack of flashing where the deck meets the house.
