Leaking threshold

The threshold of my 16' garage door lets water underneath it and into my garage... Mostly when the storm winds are stronger. Was thinking of putting down a system called the tsunami threshold.... Anyone heard of it? Any opinions or advice?

Any way to better grade (ie, steeper) whatever is outside, or is it concrete or asphalt?

Leaking threshold

There was suppost to be a step of at least 1/2 between the aprin and the garage slab, then the aprin was suppost to be sloped away from the garage.
If it was not done then I see no way a dam is going to do more then act as a funnel as the water runs down the door.
