installing dry track system-help--

I just installed the pumps to pump the water out of basement. Im using the dry track baseboard system that epoxied to the cement floor. having a monolithic 8in cement basement floor with [no footings] This was the system to go with. I was reading that they drill holes in the floor under were the dry track goes. Im not getting ANY water through the floor its comming at bottom of basement wall [cement blocks]. Why wouldnt i drill at the bottom of the walls? This would let the water in ? Its all clay dirt -the water is comming from rain water that is running down hill from the houses - We have 20 homes that are all down hill from each home and my house is in the middle. Any help ? Thanks -Marty
