I have a ton of these in my basement:

There great, but since the shelves are wire, small things fall through them.

I'm looking for something to use as a liner that isn't real expensive, looks good and won't mold or stain or scratch. They used to sell this black rubber stuff at home depot in ~3ft wide rolls, not sure if they still do or not. Any other ideas?

I found something that is pretty cool, even though there really expensive ($25 for 2 shelves) and take some work.

Basically, lowes sells a 1/4" rubber mat that's 3'x5'. If you cut it down the center with a jigsaw (the hard part), it gives you 2 shelf liners for 18" shelves. There nice because there ridgid and should be near-indestructible, you can't even cut through them with a utility knife.
