How should I sue?

We purchased our home a year and a half ago. We were told there was no flooding and that we don't live in a flood zone.

We live in a valley on a bottom of a hill. We just got badly flooded.

After taking up the carpet we can see the the previous owner put carpeting and matts over a very very old floow that was cracking.

How can we go investigating if there were ever any floods? Can we sue that the former owner was trying to cover up the damage under the ground?

There was also no sub pump.

Thanks
