How do I landscape around foundation?

I have a bit of water coming in as i don't have any weeping tile.

Also the top soil around my house points into the house not sloed away...

Anyone know what the proper way...

1)Do I add clay gravel and then top soil? What are the best layers to use and in what order?

2) What slope do I put the clay gravel and to soil at?

3) I was also going to dig in some drainage tile just below the surface in some spots, properly sloped, so that water doesn't sit there...

How high and wide do you intend to slope the grade away from the house? I would just use top soil. Why the need for clay gravel?
