Help with moisture barrier

Ok so I have been working on framing out my basement walls. We just had a heavy rain here and this evening notices moisture spots on my basement wall. The wall is made of cinder blocks.

So I was wondering what would be the best way to treat this. Moisture barrier foam boards or barrier plastic that is stapled on framing studs.

Any help is appreciated.

Help with moisture barrier

When I bought my house it had plastic up against the cement with 2X2 framing over it. There was a zoo of stuff growing behind the plastic. It stank. I removed it all and left it bare.

Help with moisture barrier

If water is seeping in from the outside then the problem needs to be addressed from the outside. Water getting into the block cannot be stopped with an interior vapor barrier. The waterproofing on the outside of the blockwork either was not applied properly or has been comprimised somehow. you do not want to trap water behind any type of wall you are putting up. Vapor barriers are to keep warm moist interior air from condensing in the cooler insulation in the walls.
