garage door outside lights

replaced outside garage door lights, now they will not come on. The only difference is that the new lights do have photocells at the bottom of the lights; could this be the culprit. I even installed a new digital timer to replace the old spring wound timer. The front door lights work perfectly off tanks new timer.
Could the photocells be the fly in the ointment?? HELP!
