Is it possible to buy the plastic frame around exterior french door windows, which is held together by screws from the inside of the door, without the lattice-style center which is also plastic?

Are you asking about the removable grid frame without the grid??? If yes, maybe. Some manufacturers will make it in any configuration you like, others have only specific layouts available. Some use wood, some use plastic.

See if you can find the manufacturers name somewhere, sometimes under a hinge. Idealy it should come from the manufacturer. Lumberyards are usually a big help in finding odd things. Big box is not the place to look.
