faulty light

Have a fluorescent light in our office that is acting up.

When we go to turn the light on via the switch, the light flickers for a millisecond but does not turn on.

If we flick the switch on/off several times the light will eventually come on.

The ballasts and lights have all been replaced as well as the switch.

What else could be causeing this problem?
