Extending height of deck railing

The railing on the deck that I am working on is currently 36". THe problem is that the floor of the deck was set way to low for the entrance into the house, resulting in the need to put in steps to go into the house and the railing does not meet code now because when you are at the top of the steps you can fall over the railing. Without completely re-doing the railing, how can I extend the height of it without using something tacky like lattice? The railing consists of medal ballisters with the typical 4x4 posts with toppers and a 2x4 top rail. I was thinking of just adding another subsection of this very same thing to extend the height but was not sure if there were any other ideas and how someone out there dealt with this same issue.

You cant use a 2x4 on the flat for a railing either, from what I understand. You have to be able to get your hand around it. Makes sense if you think about it. How about 1.5 inch pipe attached with floor flanges, prime and paint to match house?
