El dorado wall caps arent sticking

Im building a stacked cinderblock retaining wall with cultured stone and eldorado wall caps. The cultured stone has stuck on the face of the wall with no problem but the wall caps down want to stay down. With little to no effort they pop up, basically the only thing holding them on is gravity. The mason supply that sold them to me said us the s type mortar and make sure you have a level mortar bed. I did with no luck. Im wondering if I can use some cement construction glue? I read somewhere that it doesnt hold up outdoors because of the moisture. what do you guys suggest?

the caps hang about 2 inches over the cultured stone and about 3 inches over the back. Im really worried about the firepit as the 9 inch caps i got for the fire pit. People will rest there feet on the fire and it will get more use and obviously be subjected to more wear and tear because of the heat from the fire.

There are adhesives specifically designed for stone. They typically come in tubes like caulk. Any big box store should have them.
