Cutting a Downspout
What is the easiest way to cut a downspout which is installed and too close to the ground?

Use a hacksaw.

The problem with cutting it off at the bottom is you remove the crimped end and will have a problem reinstalling the elbow. Take the down spout off the house and cut off the top. Easies way to cut is a fine tooth blade in a chop saw. (I assume we are talking aluminum gutters.)

You can make your own crimped edge with needle nosed pliers. You grab the edge of the downspout and twist. If you do that a dozen or so times around the perimeter of the cut downspout then you’ll end up with a male end that will work and look clean.

if it were me. i would use an angle grinder with a cut off wheel on it. and go slow, though it will not take much time.
