Cut out circles?

I want to make rubber or silicone pads for a toy (yoyo)

The pads are circular rings about 10mm inner diameter and 22mm outer diameter with a thickness of a about 1mm.

They're stick ons, maybe using fabric tape, coated with plasti-dip or silicone RTV.

What would be the easiest/quickest way to do this with a consistent end

How can I achieve consistent thickness between batches when laying the silicone/rubber?
Eyeball/feel it?

What would be the best way to cut/create circles? Cut out the rings with a compass cutter?

Or maybe instead coating the entire sheet of tape, put the plastidip/silicone into something like a mold (less waste)?

Something like a small sharp donut cutter would be neat.

There are cutters made for that sort of thing--I've also made my own.

If you can find a piece of tubing or pipe the size you need--grind or file the cutting edge like a knife and you will have a round cutter --smack it with a hammer to make the cut.
