can I move W/dryer from kitchen to garage?

I am moving my washer and dryer to the garage which is right behind my kitchen. By opening the white box in the laundry closet in the kitchen (hot & cold pipe+ drain hole) I see a wood plate after the insulation. I was hoping to see the drywall. Wondering if I can cut thorough it or not to open a hole for access to the pipes from garage? I also need to do the same for the elect. Outlet. I am concerned about the codes and regulations.
Thanks

First you need to check your local codes. Here, it wouldn't be a problem, most mid-range homes are putting them there.
