Post a photo so we know what the door looks like.
Usually the panels are locked in place by the stiles and rails surrounding it.
To get one out you would need to remove the interior lip holding it in place.
Do you own a router?
Are you good with hand tools?

This is the bottom rail, not just a panel. The rot isn't going to be isolated to just the rail. The side stiles will probably also be involved.
If it's just the rail, you will need a shaper and the particular cutter the manufacturer used to cut the profile.
Do you have a shaper? If not, try a local cabinet maker. A cutter for this will run over $100.00.

Those almost certainly take specialty bits for cutting rails and stiles these are not cheap. probably better to just buy a door.

bottom ext.door panel replacement

the same type of rail and stile in a cabinet door,if the sides are rotted a new door would probably work better but matching it is another problem. I do have a router table and those bits for cabinet doors which I have made several times

Really don't think they are the same due to the thickness of the door.

A new door would be ideal, but.....

If you have the tools and some experience why not just duplicate the entire door using the old glass.?
