Two suggestions: insulation and circulation.

What is on the floor? On the walls? On the ceiling?
Do you have any fans to try to move the air around?

I have carpet on the floor and the walls are insulated I guess I should try a small fan

I hate ceiling fans but this is exactly what they are intended for.
As it's a basement... try what I use everywhere:
small oscillating fans on a high shelf do a great job and for cheap money.

This is one of the issues with electric baseboards the air does not circulate as with forced air.

As per Tarheel, INSULATE, somehow. The more you insulate, the less stratification you'll have.

Okay the small fan on a high shelf works great.I just point it downward and the air circulates 100 percent better. Great !!!

Do you mean it doesn't circulate in the same manner as scorched air?
