basement cinder block leaks

Hi everyone.
I have some small leaks - small pool around drain, not pouring in. These are coming in, in a basement addition, which is a cinder block foundation.
I have identified where the water is coming in and gone and got some hydraulic cement...but wanted some of your opinions.
With it being cinder block and not a poured foundation, Will this just be a bandage?
Reason i ask is the surrounding area outside is 4-6 inch poured concrete, so its not like its as simple as digging up some soil and doing the work outside.

My thought was, use the hydraulic cement from the interior and then re-work a section of eaves trough above as its not the best drainage around the back of the house, where Im having the problem. Obviously that is key here too.

Any thoughts would be greatly appreciated.
