Default Basement carpet removal

Have some old carpet that used to get wet a lot. I fixed the water problem, and have to remove this old carpet as the air quality is kinda poor...I get stuffed up being downstairs.

When I remove the carpet, what product (javex?) do I use to clean the cement floor and to get rid of all the mites, etc

Also what do you recommend for flooring, I want to be cheap with the basement flooring, and the local carpet store suggested to go with the carpet that has backing on it already...any ideas?

Concrete stain?

Concrete paint kit - with the little flakes in it? I did this to my converted garaage / now hobby room.
