Attic Insulation

When the blown in insulation was installed should there have been a certificate of some sort stapled inside the attic to say what company did the work? Since we are the only owners of this home I would like to find out if I can actually go back to the town and find out if I can hold them responsible for lack of insulation R value...The blown in is only 6" - 9" deep up there. We live in Innisfil Ontario so we get some pretty cold winters here...I was told we should have at least 12-16" of blown in insulation..I had previously posted about adding baffles between each roof joists etc... The builders are still here in town building but we are no longer covered for any home warranty now that the 7 years are up...The reason we didn't have this house inspected is because the original people who had this home built apparently couldn't get financing so the house sat for 1 1/2 and was used as a show house...Never did we ever think to check the attic and when i mentioned getting a home inspection they said "It's a brand new house you don't need one" I'm kicking myself now that I have watched Mike Holmes talk about how important home inspections are regardless of the age of the house...Live and Learn...Next house home inspection will be number 1 on my list!!! Can anyone give me some suggestions on what I might be able to do..Thankssssssssss

Ah, the old "you don't need an inspection on this here new house" line.

Our township inspector always required the document just inside the attic access but its anybody's guess if there is one in yours.

Is the 12-16 inches a code or other requirement the builder did not meet? Or a recommendation or common practice. If not a requirement, then not much you can do - just add more insulation and move on.
