adding wall insulation inside or out?

My mobile home has R7 paper backed yellow fiberglass insulation against plywood , exterior paper then new siding, Inside there is just paneling against it and I know the studs are 2x3 but not sure how far apart because we had the wall apart before but men said to leave it alone.
Is it easier take the paneling off put new R14 and vapor barrier from the inside or should I take the siding off and put something on the outside? The front half of the mobiel has an additon and drywalled so I am going to leave it but the narrow back half is cold. Any suggestions beside going to Florida?

Do it from the inside. Plus side is, you can update the wiring & install CATV, Ethernet & Telco jacks in the wall where they should be.
