Take it to a service center and let them fix it.

What else has been done to this tiller?. I don't have one but basically you are saying fuel is flowing freely through the carb and out the exhaust and it's not even running?....while you are fillling it.... Makes no sense.
Are you sure it is coming out the muffller or do you have a fuel line leak in the area of the muffler.
If it is running you are blowing unburned fuel right through so if that were happening you have a carb running fuel like a wide open tap?

Give us a bit more info

It is possible that the needle is not seating. Take the carb apart and put in a rebuild kit. Make sure you replace the needle and seat. Spray carb cleaner in every little hole you can find. Do not try to clean the needle with carb cleaner; most have a neoprene end that does not take kindly to carb cleaner.

When you take out the idle adjustment screws make a note on how many turns out from bottoming out they are. I believe most low idle screws you start one and a half turns out. I can't remember the high idle screw off hand.

Also check what Chemist said before tearing apart the carb.

float could be full of fuel dismantle the carb pull the float and shake it if it feels heavy or liquid sloshes around replace it along with the needle and gaskets if that dont work you need a new carb

Don't forget to change your oil. If gas is leaking out of the muffler it is also getting into your oil.
