24" Sono-Tube Pour ?


I'm putting a 36" x 36" x 12" footing on top of sandstone rock at the waters edge. Pinned into the rock with rebar and uprights for reinforcing of the 24" x 6' Sonotube to be placed on top.

Before pouring my footing, should I be apply any type of bonding agent on the sandstone first, so that the concrete bonds better?

I'm not a concrete person, so I cannot help with an answer. I did notice "at the waters edge" though.
Would this be a "moving/running water" situation as in a lake or river? The only reason I am asking is that in my State ALL running/moving water shorelines are governed under the Army Cops of Engineers and ANY structure placed within so many feet of the shoreline of said waters would have to have a permit. I've seen the ACE come back and remove, then charge the site owner for, some expensive re-mods people put in at the shore lines of lakes around here only because a permit was not pulled. David

In this application, I don't see the bonding agent as necessary, or even much help.
