Winterizing windows

I live in minneapolis and have a fairly new home (2001) with double paned hung windows. Last winter I noticed a draft through the edges and I'd was wondering what I can do to winterize. I have heard about the heat shrink plastic but I'd like to avoid it if possible. Any other choices?
Thanks!

Winterizing windows

Only thing you can do at this point, is to pull of the Window trim and see if you can shoot in some low density foam. Otherwise, it sounds like Insulation was not placed around the edges of the window during install, or there is no vapor barrier.
