Window Damage? Masonry Problem?

Any opinion on whether this is a window problem or a masonry issue? Maybe even something else? Any idea on how to fix it?

Window Damage? Masonry Problem?

It's water intrusion problem. Since it is above the window I don't think the window is the issue.

Do not PM with questions that can be asked in a forum. I will not respond.
