Window in basement wall

I am planning to finish my basement later this year. I plan on doing it all myself. I have a small window (12x8) on the very top of the block wall. There is also 6 inch waste water pipes on this wall. I wanna just build the new wall away from these pipes about 1 inch. Two questions:
1. Is it ok to wall off that window?
2. How do I insulate that wall? If at all?
