Actually, the fact that we bring exterior water into are basements as fast as possible is puzzling to alot of people. Until I've explained how the entire system works to customers, many of them have asked similar questions of me in the past..............
Are you only talking about new construction? Maybe that's my confusion.

Because plenty of people have sump pumps in their home because despite their best efforts to keep water out, it's getting in anyway.

water flows down alongside the bsmt walls because bldrs never or rarely place & compact backfill in ' lifts ' either out of laziness, ignorance, or being cheap bldrs,,, a few yrs back, toll brothers used rub-r-wall for their fnd coatings & would guarantee dry bsmts for 10 ( TEN ) yrs,,, other jabonies used cheap asphalt emulsions & offered the same but when bsmt problems occurred, didn't honor their warranties,,, did you know home warranties only cover wet bsmts for the FIRST year ?

anyway, 2 responders used their noggins tnx, jomama & dick

there is no waterstop between the footer & bsmt wall & typically only a 3mil dampproofing coating,,, think of your basement as a ship's hull below the waterline & its much easier to understand,,, the ONLY time to wtrproof is PRIOR to backfill,,, after that, its all water management

even in MY house 3 sided conc block bsmt walls sitting on a conc footer,,, i can see signs on the lower course of wtr - in MY house
yes, it IS personal but that's life

we routinely excavate condo walls, properly wtrproof them, put in toe drains, hdpe fabric wall protection, sumps, pumps, & then backfill,,, tallest standpipe so far's been 10',,, 30 in the last 5 yrs w/no callbacks nor complaints from adjoining condo's, either IF i were concerned about pump freeze, its easy enough to add a sump heater OR 150w elec light to the circuit
