Where to locate a large rectangular hole in cinder block foundation


I need to make a 13-3/4"x12" hole in my 6' tall 8" cinder block wall in the basement. The hole is for a direct vent wall terminator for my tankless water heater. Where should I locate my hole for the greatest structural integrity? Where should I make the hole in relation to the mortar joints? Do I need provide some sort of reinforcement?
