well how do we know water is also not going behind the wall surface?,i guess a roofer/sider that knows how to work around tile and stucco

Looks a lot like eve / soffit venting to me. That Hip to facsia tie in up on the roof could be leaking...and it just happens to soaking the stucco in that location.

Looks like the typical Southern California eve vent to me. Check around the house, do you see it in other areas ? I am thinking roof leak and its just a coincidence the stucco wall is wet below the eve vents in fire block.

It is a bathroom wall. However the right side face has the same holes but its a stairwell wall. There is a watermar on that side as well in the same area, yet slightly offset from the holes.

Yes righton the inside of that wall. On the other side, where the same phenomenon is occuring, its a stairwell.

your right more thorough investigation is needed,but a working bathroom pumps out alot of moisture and unless you leave the bathroom window open it could be migrating into the attic space thats shared with the stairwell,why it manifest itself by the holes? i don't really know,possibly being caught by a vapor barrier
