What Is PORTLAND Cement?

Can anyone tell me what is Portland cement? As opposed to any other kind of cement.
Also, has anyone heard of Cal? This is a fine white powder that is added to all cement/sand mixtures here in Mexico.
Actually, whether they are batching up a mortar for bricks or concrete for a floor or sidewalk, they add very little cement. Mostly Cal and sand.

I am preparing to put in the concrete floors in my house and I tell them I want 3/1/1 (sand/cement/gravel). They tell me using gravel is a waste of money and not needed.

Any comments?
