What Kind of Foundation

I'm building a new house and the pad is ready. There's about 3' of new/loose fill on one side and 2' on another. I think I've ruled out a monolithic/post tension, since it doesn't sit very deep. I've been told I should go with a footing/stem wall, and put piers on the two side with the loose fill. Are the piers necessary if the footing is deep enough? We do have plans, and the city foundation plan allows for monolithic or footing/stem wall. We're in Oklahoma, and our lot has good soil... no clay. Any other suggestions? Thanks!
