What to do with walls built on open cinderblock

Ok , Yes It seems to be a Homasote/Blackboard/Cellulose type product, we are planning to go over top the Homasote with 7/16-1/2" Osb/Plywood. Hoping the homasote acts as a thermal break, and strenghthen the wall.

No the bottom plate does not appear to be Pt/Acq possibly due to construction methods circa 1974.

Good question I don't believe its mold the walls were filled with R-11 and I believe injected with a tan/cream colored foam product that is deteriating(thats what you are seeing). There is a brownish black mold under the right corner of window....Thankfully I work in Mold remediation. Any ideas on the foam or why they would inject ? Please feel free to chime in.

Grade is 4-6" havent gotten that far but planned on regrading and concrete patio...

Carpet was laid directly on slab.

Home is near Phila. Pa

The insulation is likely urea-formaldehyde(sp?) It was claimed to be a carcinogen.
In Canada government grants were given to have this removed.
My cousin had to have all the brick veneer removed to facilitate its removal.
Since then, its been argued that its quite safe and a fortune in money was pissed away, for no reason at all.

I stand by my opinion that the perimeter of the foundation wall should be treated to avoid penetration of moisture.
Once this is done, I would spray expanding foam into the block cavities!

The foam is braking down, due to the moisture. Epa says it should be removed but does not really say why...
You would foam the cinderblock cores not grout them?

Yep, all the way to the bottom. Will help to keep the floors warm!
