What is this blue stuff?


I have a question, I can see some blue foam maybe 1/4" thick under our sill plate in the garage. Is this some type of house wrap(i'm only familiar with tyvek), and since it's under the sill plate should I assume it is around the whole house? The reason i'm asking is I was not aware that house wrap goes under the sill plate. Also the sill plate has a green tint to it, is this because it is pressure treated? Thank you!

Yes the sill plate should be pressure treated and the blue foam you see is the sill insulation, which is normal to keep drafts out.
