Weeping tiles around an older home built in the 1950's and sump pumps and pits.

My home was built in the early 1950's.
1. How do I know if the weeping tiles still work properly?
2. Do I need to install a sump pump and sump pit if I install an in line back flow valve?

Where are you located? In this area it was rare for a 1950s house to have exterior footing drainage.
