Water seeps/leaks in house from rain


So I've been living in a rental house (slab-on-grade) for over 1.5 years now, and every time it rains, without fail, water seeps in from the east side of the house onto the carpets and a little bit around the corner on the south side. There 2 bedrooms and 2 bathrooms on this side of the house, and there is no evidence of the leak in the bathrooms (at least that i can see), because one bath room has a bathtub along the side of the house, and the other has tile. The landlord's response has been to send out commercial carpet drying fans and fix one thing at a time, as he has no idea what's leaking. Here's a list of things that have been done, all of which have had no improvement:

*Rain gutters
*Remove lawn on that side of house (thought the sprinklers might have caused it) and replace it with a plastic sheet and rocks
*Put sealant on the side of the house
*Installed french drain along the east side of the house, removed plastic sheet.

Yesterday, they removed a planter on the north side, since it was adjacent to the wall on the north side, thinking water could be coming from there. I'm doubtful it is going to work. I think his next idea is to replace the windows, which I wouldn't mind, but I'd like less guesswork and more results, especially since I have mild asthma and all this mold I've been breathing in the meantime is not a good thing.

Any ideas on how to fix this issue?

obviously the wtr's not being correctly managed,,, we regularly install exterior sumps & pumps for condominiums blt 1/2 below grade,,, never have had a problem w/this method,,, we also do it for dwellings on slabs - no problems, either,,, just be certain of the offending wtr's source !
