Water seeping through single concrete block

Had to take apart a wall to find this, had water on the concrete basement floor after a day of heavy rain.. moved the XPS insulation, and disasembled the 2x4 wall to find a single 8" block soaked... not leaking water, but water weeping through fast enough to make it to the floor and work its way under the foam sill gasket under the 2x4 wall's bottom plate.

in the attached pic you can see the dark wet block, its amazingly the only one! and it pretty much perfectly follows the outline of that block where its wet only

outside in this same area recently started to sink in, there is a downspout right at that corner and the dirt sunk down... see other attached pic..

not sure where to start to figure this one out... any tips? that block is 7 feet below the grading level

well last night was heck, had a major storm go through and dump over 6 inches of water in a couple hours... of course where these two blocks are weeping at turned into a non-stop water flow...

downspouts appear not to be the issue... and even with 6" of rain the only blocks that got wet again where those two, just now the water pushed through so fast we had a minor flood in the side that is on...

anyone use Delta MS before? I am considering digging the whole side out, having the walls tared again then have that applied to give a drainage plain straight down to the weeping pipe that encircles the house...

or is there a better way?

You might be suprised how high that water is "stacked" in that block/core to run out at that pace. I once drilled a hole 36" off of the floor only to have water run out........

You could remove a small amount of floor on the interior as well, drill holes in each core of the wet block just above the footing, place a small copper pipe in the hole with a 90 degree bend or place Miradrain, etc... against the walls, and patch the floor back in. Much easier than digging up the whole exterior, but just keep in mind, you're only solving the problem in one small area........

well look at this... started digging and found the downspout drain... anything seem odd? like the fact they basically made a P trap with it?.... took it apart the 90 was completely full of sediment... below it was completely washed out... and there is a washed out path by the foundation wall who knows how far down.... not sure how to handle that now?
