Water runs over gutters

The fascia on my house is angled back towards the house causing the gutters to hang back at an angle. When it rains heavily the water rushes over the top of the gutter. Should I remove the fascia and add shims to the roof joists to make them parallel to the walls? The gutters are already installed as high as they can be to the roof.

If the gutters hang back at an angle then you have the wrong hangers.
