Vent well in concrete slab.

I have a crawl space vent that has a concrete slab in front of it. It is at or below grade so I need to put in some sort of vent well for it. Is it possible to chisel or remove a section of the slab to install a well or is there a product for these situations? Next to it you will see concrete steps that I plan to move over slightly as they are overlapping the vent byban inch or two. Help is greatly appreciated. Picture attached.
