Vapor barrier?

my basement wall is poured concrete, exterior has 1 inch foam board insulation, interior is bare concrete. Do I put the vapor barrier, 6 mil plastic against the concrete wall then R-19 then sheetrock? or Insulation, vapor barrier then sheetrock? thanks

There has been much debate regarding the whole concept of vapor barriers (Not moisture barriers)... and their placement & their use in basements.
