vapor barrier


I am insulating a basement which is 100% below ground in NH. I am using owens corning rigid foam board 7.5r value because it's below ground. The basement will only be kept around 40 degrees in the winter (just to keep pipes from freezing). On the owens corning website there is no mention of vapor barrier on the installation instructions. Will it really be necessary given the relatively close temperatures between the wall and room?
