Stucco on wood frame issue

I have a wood frame house with a concrete foundation in florida. We just pulled up some laminate flooring to replace with tile and found moisture and actually dirt under the drywall of an exterior wall. What would cause this? Also, would cutting the stucco and sealing it to the slab prevent this issue from occurring again?

A picture would really help. Sand from the stucco maybe.
