Stucco - Window Popouts & Water

In Arizona they install "pop-outs" around the windows. My question is if these pop-outs need to be sloped away from the window in order to prevent water intrusion through the window frame areas?

I have some pop-outs that are NOT sloped away (they are level or actually sloped towards the window) and I don't know if these will pose a problem in heavy rains. I caulked around the windows but I don't know if that is enough.

Not sure what a 'pop-out ' is. A pic would help some of us. But if it is a normal architectural feature, I would have to assume that it is correctly done. With proper flashing safequards, caulk is just an extra safety measure.
