Stucco transition from wire & paper to block wall


Hello, I am enclosing my patio and am going to stucco the outside. there is a block wall about 3 ft high, then sheathing above that so I will have paper and wire on that portion.

My question is can I stucco from the wire onto the block wall or am I going to have a cold joint/crack there?

Also part of the wall has paint on it?

Do I need to apply lath to the block wall and if so how would you attach it?
