stucco pealing
 
i had a deck done about 3 years ago. the deck is supported by cinderblock columns covered in stucco. the stucco is bubbling and falling off and i see powdery white that i assume is lime. how do i repair and how should the initial application have been done?

Sounds to me like their initial scratch coat was poorly done, or there is water infiltrating into that masonry column. Does the column get wet on the top? If so, that would be the problem.

Post some pictures if possible.

the top of the column is filled in. I wonder if they never did the scratch coat.

It is water getting into the columns and exiting through the joints. Even filled solid the columns should be cap flashed.

Yup. The top of that column should be capped with something that water cannot permeate. Metal flashing would be the best option. If it is simply slugged full of mortar and smoothed off, water will find its way in pretty easily.
