stucco on old cinder block?


Attached is a picture of an ugly old cinder block wall that I want to do something with. What I'd like to do is stucco it. My biggest concern is that the lower solid portion serves as a retaining wall against my neighbors yard and I'm wondering about water seepage. What do you think?

stucco on old cinder block?


By the way, the white at the bottom of the wall is spray paint, not effluesence.(spelled wrong).
