Storage Bldg repair

I have a question. My storage building has a problem. Because I do not have gutters on it, and because I have clay soil, I am sure; the rain has damaged and rotted the last three or so feet of the outside of the buildings wood.

My question is this. Can I just cut that bad area of the wood off and put new wood on the bottom of my building and then pait the entire building, and if so, how to I join the two pieces so they are sealed?

WHat is the outside of the building made from? Plywood, clapboard, etc...?

Pictures would really help in this case.

Is it 3 feet up the wall, or 3 feet into the building? Is the framing rotted, or just the exterior wood?
